Arhitectura generală a sistemului de taxare electronică
Sistemul este format din mai multe sub-sisteme si este capabil să identifice vehiculele pentru care nu există tranzacţii de taxare a avut loc,sau în cazul în care tranzacţia de taxare nu a putut avea loc în mod corespunzător.
Staţiile de taxare sunt construite pe reţeaua rutieră trase şi sunt echipate cu antene care permit comunicarea între o staţie de taxare şi o unitate de premid la bord pentru a avea loc.

Staţii de executare sunt echipate cu tehnologie pentru a verificadacă vehiculele au unităţi de premid instalat, indiferent dacăacestea sunt instalate în mod corespunzător, şi pentru a verificaplata taxei.
În caz de discrepanţe, informaţiile sunt transmise la centrul de aplicare a sistemului de taxare electronice, inclusiv o imaginedobândită automat a vehiculului în cauză. Executarea personalul centrului vor verifica această informaţie. În cazul în care o infracţiune de taxare este confirmată, informaţiile vor fi transmise către unităţi mobile de executare, care va opri vehiculul şi să impună o sancţiune. Vehiculul poate fi chiar sechestrate.

Vehicles that are subject to the toll must be equipped with a small electronic device - the premid unit- which communicates with the tolling system. The obligation to pay toll applies even if no toll transaction is registered when passing through a particular tolling station but the records in the electronic tolling system indicate that the vehicle that is subject to the toll has used the tolled section of the road in question.
Toll rates for the use of 1 km of a tolled road are stipulated by Czech Government Regulation No. 26/2010 Coll. The rate depends on the number of axles and the emissions class of the vehicle. The amount to be paid for the use of a particular tolled section is calculated as a multiple of the applicable rate and the length of the section - see e.g. table of toll rates applicable to tolled sections
Electronic toll collection is fairIn addition to the above-mentioned legal framework, operation of the electronic tolling system is also subject to Decree No. 527/2006 Coll. of the Czech Ministry of Transport, Czech Government Regulation No. 484/2006 Coll., and the General Business Terms and Conditions of the Operator of the Electronic tolling system. The road user shall comply with the General Business Terms and Conditions as of the moment of registration.
The amount of the prescribed toll is the sum of the toll value for all toll sections driven on a road that is subject to tolling. Domestic and foreign road users are charged the same amount. Road users are the owners of the vehicles that are subject to tolling, or their representatives based on power of attorney, or the drivers of the vehicles that are subject to tolling.
Electronic toll collection is made possible by the premid onboard unit. All vehicles subject to tolling must be equipped with this unit (this includes all vehicles that are exempt from the toll). Vehicles with metallised windshields must be equipped with the premid plus onboard unit, which is equipped with an external antenna.

Toll payment verificationOne of the major benefits of the electronic tolling system is that the driver will be immediately aware that a toll transaction has been completed properly and the toll credit charged to the onboard unit is sufficient.
Checking before travellingThe driver is required by law to check all premid unit functions before entering a tolled road. With the brief touch of a button, the onboard unit will signal optically whether or not it functions properly - see the Instructions for the Use of the Premid Onboard Unit (Premid Guide).
Checking while drivingWhen passing through a toll gate, an acoustic signal from the premid unit alerts the driver that the toll has been properly recorded.. In the event of any discrepancies, the premid onboard unit emits a signal and the driver is obligated to stop at any premid point distribution centre or contact centre to resolve whatever problem there may be. If the driver fails to do so, mobile enforcement units will be notified of the occurrence and the user will be fined.
In the prepaid system, the unit reminds the driver to recharge toll credits.
Checking after the tripIt is strongly recommended that you also check your premid onboard unit’s functionality after using tolled roads to make sure that no discrepancies have occurred. This inspection is recommended to all vehicle operators, especially when changing drivers.
Checking toll paymentStationary, portable, and mobile devices ensure that tolls are properly collected in the tolled road network. The monitoring system of the electronic tolling system is operational 24 hours a day. It automatically identifies all vehicles that have fail to pay a required toll either fully or partially. In the event of any discrepancies, a mobile enforcement unit is automatically notified right away.
Prosecution of toll cheats, settlement of toll discrepanciesMobile enforcement is carried out by employees of the General Directorate of Customs of the Czech Republic (Generální Ředitelství cel ČR). They are authorised by law to stop all vehicles identified by the tolling system to investigate discrepancies, and, in the event of legal transgressions, they are also authorised to impose penalties, initiate administrative proceedings, or even impound vehicles that are in violation of the law. In such cases, drivers can expect to face considerable delays and complications. The access to information about transgressions is unlimited time-wise for members of the mobile enforcement units. This means that any vehicle could very well end up being detained for a long time following the discovery of such transgressions.
